Want to have a driving license (Holding Wazaras Job) Visa 17

I m an india and working in kuwait since 1999 having a Bachelors Degree & Currently working with ministry holding visa no 17 & get basic 200 kd salary, But i dont know driving a car & dont have any driving license First i want to learn the car & then get the driving licence CAN ANY BODY GUIDE ME WHAT IS THE LEGAL PROCEDURES.......
